das sind zwei Fragen auf einmal.
Die Farbe des Link-Textes ändert sich, wenn du ein CSS mit diesen Pseudoklassen anlegst:
a:link { color: #00f; }
a:visited { color: #00f; }
a:hover { color: #f00; }
a:active { color: #f00; }
Eine Tabellenzelle umzufärben geht so:
<table>
<tr>
<td width="200" onMouseOver="this.bgColor='blue'" onMouseOut="this.bgColor='white'"><a href="./">link1</a></td>
<td width="200" onMouseOver="this.bgColor='blue'" onMouseOut="this.bgColor='white'"><a href="./">link2</a></td>
</tr>
</table>
Beides läßt sich natürlich kombinieren
